1、Building the Liaoning Province of County辽宁县域财政建设研究2010年6月COUNTY FINANCE DIRECTORWhether it is a strobe through the quaint boutiques of historic downtown Riverside, an afternoon in Temeculas wine country, or a round of golf on a world-class course in Palm Springs, Riverside County has something for e

2、veryone. Even the weather is wonderful, with rainy days few and far between. All in all, Riverside County is a great pace to live and work.With more than two million residents, Riverside is the sixteenth largest county in the U.S. and the fourth most populous County in California. The ethnic breakdo

3、wn of the Inland Empire (of which Riverside County is a part) is 43% Caucasian, 42% Hispanic, 7% African American, 5% Asian and 3% other. The County spans 7,303 square mikes, sharing its borders with Lmperial, Orange, San Diego and San Bernardino counties. There are 26 cities within the County. Comb

4、ined with a reasonable cost of diving, Riversides multifaceted environment of rolling hills, lakes and rivers, deserts and forests has made it one of the nations fastest growing counties for more than a decade. Riverside County is also centrally located with nearby access to magnificent mountain ran

5、ges and warm sunny beaches.The Countys housing market continues to be among the most affordable in Southern California. In August 2009, the median price of a home sold in Riverside County was $190,000.Higher education facilities abound throughout the area (e.g., University of California, Riverside;

6、California State University, San Bernardino; University of Redlands; Loma Linda University; La Sierra University; California Baptist University; and Riverside Community College), providing continuing educational opportunities for professional development. These institutions produce top-flight gradua

7、tes ready to enter Riverside Countys labor market and propel it into the future.The PositionUnder the direction of the County Executive officer (CEO) and the Assistant CEO, the County Finance Director is the Chief Financial Officer and will control and direct the development, implementation, and mai

8、ntenance of the Riverside County budget and various financing programs. This includes financing capital improvements and insurance programs, providing staff support to the County Bond Debt Advisory Committee, CORAL (County Asset Leasing Corporation) and various Joint-Powers Authorities of which the

9、County is a member, and negotiating City/County Redevelopment Cooperation Agreements. The position will also advise and assist the County Executive officer in establishing funding priorities, determining service levels, and allocating budget resources. Additionally, the incumbent will perform specia

10、lized administrative assignments of county-wide significance and supervise Deputy County Executive Officers and analysts assigned to the development, review, and monitoring of the County budget and various financing programs.The County Finance director will operate out of the Executive Office and oc

11、cupy a critical, high profile position within County governance. The successful candidate will not only be a leader, but also an open minded collaborator with the ability to think creatively. He/she must have professional presence, be diplomatic and decisive. In a time of unprecedented economic chal

12、lenges, the County Finance Director will be faced with difficult decisions, will make strategic recommendations, and will need to possess the agility to work with challenging departments and stakeholders. The incumbent must be an expert in establishing productive and cooperative business relationshi

13、ps across County departments and must possess an articulate command of pubic sector finance. Integrity, maturity and political savvy are essential to the County Finance directors success.ExperienceA minimum of five years experience in administrative analysis, budget analysis, and the development of

14、financing programs. Experience in California government and governmental finance/budgeting on a scope commensurate to the County of Riverside is highly desired.EducationGraduation from an accredited college or university with a Bachelors degree in accounting, economics, pubic or business administrat

15、ion or a closely related field. A Masters degree is preferred. Knowledge, Skills and Abilities The selected candidate must have considerable Knowledge of the principles and practices of governmental budgeting, pubic sector finance, and accounting with particular reference to performance budgeting; t

16、he principles of pubic administration and personnel management; the techniques of administrative and governmental accounting; the laws relating to the financial administration of county government; modern office methods and procedures; the dynamics of staff-line relationships.The County Finance Dire

17、ctor will:Plan and coordinate the analysis, review, and preparation of the entire county budget; analyze and review the financial practices of county departments; apply statistical methods in the analysis of management methods and problems; recognize problems and develop effective solutions; devise

18、and effectively prepare and present reports and recommendations; evacuate and edit reports and recommendations; establish and maintain effective working relationships with the Board of Supervisors and department heads; represent the County effectively and negotiate with representatives of committees

19、, and other agencies and firms; supervise and evacuate the work of professional staff.The County GovernmentGuided by a strategic vision created to provide and enhance needed services over the next two decades, the County is progressive and proactive. Riverside County has nearby 19,000 employees across more than 45 departments and agencies. The 2009/2010 budget established approximately $5 billio

22、n in appropriations for the County. The Countys leadership consists of the five members of the Board of Supervisors who serve as both the legislative and executive branches of the County government. They are ejected by district, on a non-partisan basis, to four-year staggered terms. The Board appoin

25、ns.Medical/Dental Insurance-A flex benefit is provided in the amount of $651.28 monthly. Vision coverage is provided in through Vision Service plan at no cost to employee or eligible dependents.Post Retirement Medical Contribution-$256 per month is available for retirees health insurance through the

26、 County.Retirement-Through Public Employees Retirement System (PERS) after five years of service. Benefit at age 60 is 3% of the highest 12-month period of earnings times years of service. County also pays the employee contribution of 8% of salary, which is immediately vested.Deferred Compensation-T

27、wo voluntary deferred compensation 457 pans available. Supplemental Retirement-County contribution of $25 per pay period towards 401(a) plan. Annum Leave-Bi-weekly earnings of 13 years=8.92 hours; 3l0 years=10.46 hours; 10 or more years=12 hours. Maximum accumulation is no more than 1,440 hours. Emp
