39、0km;19个城市轨道交通线路正在建设之中。根据国家审批通过的19个城市轨道交通建设规划,预计至2015年前后,我国内地建设城市轨道交通线路总长度约2100km,投资将超过8000亿元。城市轨道交通的快速发展,对缓解城市交通压力发挥了重要作用。以北京、上海市为例,两市轨道交通日均客运量分别达到350万和307万人次,占公共交通客流总量比例均超过20,已成为公共交通的骨干力量之一。天津市城市轨道交通建设起步较早,早在1984年即建成7.4km地铁运营线路。2003年9月,津滨轻轨建成通车拉近了中心城区和滨海新区的时空距离;2006年6月,地铁1号线投入运营为缓解城市交通拥堵状况,促进天津市经济发

40、展发挥了积极的作用。2006年底,天津地铁2、3号线工程可行性研究报告得到国家发展和改革委的审批通过,并相继开工建设,标志着天津城市轨道交通建设迎来了快速发展时期。在大力发展城市轨道交通建设的同时,保证及提高工程质量日益得到国家及地方政府的关注。项目后评价以进一步提高公共事业项目效率和实施过程透明性为目的,在项目投资完成以后,通过对项目目标、执行过程、效益、作用和影响所进行的全面系统的分析,总结正反两方面的经验教训,使项目的决策者和建设者学习到更加科学合理的方法和策略,提高决策、管理和建设水平。地铁1号线是天津快速轨道交通网规划线路中最重要的骨干线路,它的建设不仅完善了天津市的城市基础设施,为

41、乘客提供安全、快速、舒适的交通工具,而且在促进城市合理布局、改善交通结构、保持生态环境、创造优良的投资环境、加速经济发展和把天津市建成我国北方重要的经济中心,具有重要的经济和政治意义。受天津市地下铁道总公司委托,中国国际工程咨询公司于2008年7月12月组织国内相关专家开展了天津地铁1号线项目的后评价工作,重点对项目前期决策与实施效果进行对比分析,包括对项目建设方案、投资、客流水平、实施和运营管理、财务效益和社会效益、可持续性等方面进行多角度、全过程的总结评价。通过分析,得出了“天津地铁1号线位于城市主要客流走廊上,具有较大的客流基础。目前运营效果不理想的原因主要是票价偏高、轨道交通未形成网络

42、、规划道路和轨道交通线网的调整、沿线公交的无序竞争以及初期客流预测偏高”的基本结论,并提出建立多层次票价结构体系、降低票价、完善沿线用地规划、加强公交一体化研究等十点建议。期望报告能为天津市城市轨道交通的可持续发展提供有益帮助。1 概述1.1 项目后评价概要后评价以进一步提高公共事业项目效率和实施过程透明性为目的,在项目投资完成以后,通过对项目目标、执行过程、效益、作用和影响所进行的全面系统的分析,总结正反两方面的经验教训,使项目的决策者和建设者学习到更加科学合理的方法和策略,提高决策、管理和建设水平。后评价要从投资开发项目实践中吸取经验教训,再运用到未来的开发实践中去。所以为了总结经验,吸取

43、教训,国家把建设项目后评价列入项目管理工作的最后一道程序是很有必要的。随着我国城市轨道交通项目投资热的兴起,引入建设项目后评价机制对其过程、效益以及各方面进行全方位的总结势在必行。天津地铁1号线开通运营3年,但客流量总体偏低,2008年日均实际客流量只有8.74万人次,仅为2008年预测日均客流量58万人次的15.1,运营效果不理想。通过开展对天津地铁后评价研究工作,力求探寻1号线初期客流较低的原因,并对建设内容、项目投资效果等方面进行对比分析,为天津市城市轨道交通的可持续性发展提供技术支撑。1.2 项目后评价依据1)国家发展和改革委员会,中央政府投资项目后评价管理办法(试行)(发改投资(20

46、案分析与评价,与客流需求的匹配程度评价,国产化水平和技术水平评价等。(2)投资分析与评价,主要包括:投资规模和投资结构分析,投资规模与结构产生变化的原因分析,投资合理性与效率评价等。(3)客流分析与评价,主要包括:各设计阶段客流量预测资料分析,各设计阶段客流量预测结果与实际运营客流量差异的原因分析与评价,提高天津地铁1号线客流量的对策措施。(4)项目实施管理和运营管理评价。(5)项目财务效益和社会效益分析与评价,主要包括:财务效益分析与评价,社会效益分析与评价,项目建设相关条件与内容变化对项目建设效果的影响分析。(6)项目可持续性评价,主要包括:内部因素(含财务、技术、环保、管理、机制等)和外

47、部因素(含资源、政策、市场、生态、环境等)。(7)项目建设的主要经验与教训。(8)提高项目建设效果的主要措施。本后评价咨询课题的研究重点主要包括:建设方案分析与评价,投资分析与评价,客流分析与评价,项目财务效益和社会效益分析与评价,项目建设的主要经验与教训剖析,提高天津地铁1号线建设效果的主要措施建议。1.4 项目后评价实施程序天津地铁1号线项目后评价的实施程序如下:第一阶段召开开题会议,进行资料准备与搜集阶段。开题会议在与甲方充分讨论后进一步明确工作内容,并形成报告大纲。甲方组织进行资料收集及准备。第二阶段现场调研阶段。在第一阶段工作基础上,组织专家赴天津召开调研会议,与甲方召开座谈会议,并

48、实地踏勘线路,组织项目组人员在天津开展数据搜集和广泛的客流调查。第三阶段分析研究阶段。结合调研成果,对地铁1号线在项目前期决策阶段、项目实施阶段以及项目运营后的实施效果进行比较,剖析地铁1号线存在的问题,提出提高地铁1号线客流水平的改进措施及有关建议,形成后评价报告初稿。第四阶段归纳总结阶段。汇总研究成果,与委托单位进一步交换意见,经领导审查并修改验收后提交最终研究成果。2 项目概况2.1 项目情况简述天津地铁1号线工程项目,北起天津市西北部的刘园,经北辰区、红桥区、南开区、和平区、河西区、津南区至天津市东南部的双林地区,贯穿天津市主要商业区和中心城区(参见图2-1)。线路全长26.188km,共设22座车站,是天津市快速轨道交通网中最重要的骨干线路,是部分利用国外优惠贷款和国内银行贷款建设的天津市重点基础设施。项目的业主和建设管理单位是天津市地下铁道总公司(现更名为天津市地下铁道集团有限公司,以下简称地铁公司),截至20
